Civil Aviation Administration of China (CAAC) leads the development of Chinese aviation. They find it’s easier to coordinate with the US if our government and industry come together in one partnership for Sino-US cooperation developing Chinese aviation safety, capacity, and efficiency.  The US-China Aviation Cooperation Program (ACP) was conceived in 2003 to meet this need; ACP was jointly created by the United States government, including FAA, US TDA, Commerce Department, US Embassy-Beijing, and a dozen prominent US aviation companies. As of 2009, the number of companies has grown to 36. 
 
ACP membership is a rewarding investment for aviation management personnel as well as companies interested in entering and growing in China aviation market. Boeing’s 2008 Current Market Outlook (CMO) for the China region today forecasts a market for 3,710 new airplanes worth about $390 billion over the next 20 years. China will continue to be the fastest-growing aviation center in the world, requiring 41 percent of the entire Asia-Pacific region airplane demand. This makes China the largest market outside of the U.S. for new commercial airplanes. China's fleet will more than triple to 4,560 airplanes by 2027.
 
However, this forecast is based on market demand. It does not consider infrastructure limitations that might limit growth. China’s fleet of less than 1,200 airplanes today nearly saturates much of the air traffic capacity at China’s major airports.  Major improvements are needed in many areas to support the growth to a fleet of 4,560 airplanes.  ACP members feel that assisting China to make these improvements will benefit both China and ACP members, by allowing the market to fully develop based on demand.  Thus ACP focuses on win-win situations with our Chinese partners.
 
In order to achieve these win-win situations, ACP has developed a number of programs:
 
Cooperative and Training Programs: ACP designs and organizes programs to promote technical, policy and commercial cooperation between the U.S. and Chinese aviation sectors, through a series of workshops, and seminars in the areas of air traffic management, airports, general/regional aviation, manufacturing and airworthiness, etc. Members will have the opportunities to participate in ACP programs and training to work with Chinese aviation experts, and improve aviation safety, capacity and efficiency, which is win-win to both US and Chinese industry stakeholders.
 
Meetings and Networking: members will be invited to ACP monthly meetings and committee meetings.   Members will enjoy the opportunities to meet CAAC officials, Chinese aviation industry executives, and peers, through seminars, workshops, and social events. This gives ACP members exposure to some of the top people and cutting edge ideas in the aviation field, as well as the opportunity to share these ideas and information with peers. 
 
ACP Magazine: ACP publishes a quarterly magazine reporting in-depth industry trends, program status and member company activities.  The magazine is distributed to CAAC headquarters and its regional offices, AVIC, Chinese airport and airlines, Chinese Ministries, foreign and Chinese media, with readership of over 3,000 in China.
 
Publication Advertising: Advertising is available in the ACP magazine. It guarantees exposure to Chinese government officials, aviation regulators and end users of your products and services.
 
How to Join ACP
 
The application process for joining ACP is simple if your company and ACP both feel that both sides will benefit from membership.
 
The annual membership fee for corporate members is RMB50,000 (the US dollar equivalent is about $7,590 as of January 2011).
 
Membership is open to U.S. based companies only. The acceptability of any applicant for membership in ACP is determined by the board.
