LETTER OF CONGRATULATION

On the graduation ceremony of the fourth EMDT, on behalf of the CAAC, I would like to extend my sincere congratulations to all the 33 delegates for your successful completion of the program, and I’d like to convey my gratitude to the U.S. Trade Development Agency, Federal Aviation Administration and ACP members for their strong support to this program.
China and U.S. have maintained sound cooperation relationship for a long term. Under the framework of the Aviation Cooperation Program, both sides have developed positive and effective communications and cooperation based on the common goals of promoting civil aviation safety and efficiency. The EMDT has been successfully implemented for four sessions, and recognized as a successful model of ACP program. EMDT plays an active role in enhancing communication and understanding, and strengthening the cooperation between China and US civil aviation communities.
These 33 trainees attending EMDT IV are young and outstanding staffs, recommended by their employers including CAAC regional administrations, airports, airlines, and the ATMB. By taking this nearly four-month comprehensive training in regulations, management, technology, and operations, they have learned from U.S. aviation industry a lot of new technologies, new knowledge, and new ideas. The training broadened their views and promoted their communication with counterparts from the U.S. civil aviation industry. By making continuous learning, thinking, summarization and conclusion, I hope these students will make greater contributions in building a safe and efficient air transport system.
Financial Crisis still has its impact on the global air transport industry. However, we believe the difficulties are temporary; and we will be able to overcome the obstacles as long as we have confidence and take appropriate measures. Facing the challenges, we need to take more positive attitude and conduct closer cooperation.The prospect of Chinese civil aviation market is very bright, and it will have a greater development. With the help of the ACP,we hope to work together so as to promote the exchanges and cooperation in field of civil aviation between China and the U.S., and make more contributions to achieve the safe and efficient development of civil aviation industry!
