CAAC Deputy Administrator Xia Xinghua Meets with ACP

ACP members had the honor of meeting with CAAC Deputy Administrator Xia Xinghua and key staff on January 29, 2010, at CAAC headquarters. This was Deputy Administrator Xia’s first meeting with ACP members after he was officially confirmed as the new CAAC Deputy Administrator. CAAC officials attending the meeting with the Deputy Administrator Xia included Li Jiangmin, Director General of International Cooperation Department, Jiang Huaiyu, Director General of Flight Standards Department, Zhang Hongying, Director General of Aircraft Airworthiness and Certification Department, He Jinri, Deputy Director General of Planning Department, Ren Yingli, Deputy Director General of Personnel and Education Department, Shi Boli, Deputy Director General of Policy, Law and Regulation Department, Diao Yonghai, Deputy Director General of Airport Department, and Lv Xiaoping, Deputy Director General of Air Traffic Management Bureau.

Representing industry, ACP co-chairman David Wang reviewed the history of ACP. ACP was the first cooperation program between the US and China aviation industries. Former CAAC Administrator Yang Yuanyuan and former FAA Administrator Marion Blakey fully supported this initiative when ACP was founded in 2004.  In more than six years, ACP has become a shining example of government and industry partnership. Representing FAA, ACP Co-chairman Pat Power expressed FAA’s confidence in ACP. FAA will continue its strong support to ACP and its initiatives in China.?
Representatives of 30 ACP member companies attended the meeting. Each one  gave a brief introduction of themselves and their company. The five ACP committees each briefed Deputy Administrator Xia on their initiatives and current programs in the areas of leadership training, airports, General Aviation, Airspace/ATC, environmental protection, and Airline Economic Regulatory Reform.
Deputy Administrator Xia highly appraised the achievements made by ACP and its partners. He commented that ACP is an effective platform for government and industry to work together. Deputy Administrator Xia agreed with the proposal to work out a five-year cooperation framework between CAAC and ACP. He encouraged more participation from China aviation manufacturing industry in ACP programs. Deputy Administrator Xia will invite COMAC and AVIC to our next ACP meeting.
 
During the meeting, ACP members had a good opportunity to exchange information with the Director Generals of key CAAC departments. Director Generals answered questions regarding general aviation development status, PBN implementation, ADS-B, Aircraft Precision Satellite Navigation, airport emergency/bad weather management, and aircraft airworthiness. Director Generals especially encouraged cooperation in the areas of ADS-B, satellite navigation, management development, capacity analysis, airspace design of Beijing Second Airport, and after-sales service.
 
CAAC officials and ACP members all felt that exchange of information throughout the meeting was very valuable to everyone.
