CAAC-ACP Airworthiness Workshop 2011

A two-day CAAC-ACP Airworthiness Workshop 2011 was held at Pratt & Whitney Training Center in the Beijing Capital Airport area from November 30 to December 1, 2011.
From the US side the workshop received strong support from Federal Aviation Administration (FAA) and US aviation companies. Co-sponsors include ACP Manufacturing and Airworthiness (M&A) Committee members UTC, Pratt & Whitney, Parker Aerospace, GE Aviation, Goodrich, and Timken. Other committee members Textron, ICF/SH&E, Honeywell, MOOG, and Rockwell Collins supported the workshop as well.
On the first day, Director General (DG) Zhang Hongying of CAAC Aircraft Airworthiness Department and FAA North Asia Senior Representative Pat Power both made keynote speeches. Deputy Director General (DDG) Xu Chaoqun of CAAC Aircraft Airworthiness Department served as Master of Ceremonies. The workshop aims were to create a platform for China-US cooperation in aircraft airworthiness management and to improve civil aviation airworthiness certification cooperation between the two countries. DDG Xu stated that the Airworthiness Workshop provides an opportunity for technological communication between the CAAC and ACP. Workshops in many areas will be a new direction for ACP future development.
DG Zhang thanked DDG Xu for his leadership. DG Zhang said: “For Chinese airlines Boeing is the biggest vendor. There are suppliers providing engines (GE and Pratt & Whitney) and other airplane electronic devices. Today we’re happy to have AVIC and COMAC leaders here, who also need our vendors’ full support. Now the in-progress ARJ21 has received high attention. ARJ21 is our cooperation platform now. We’ve worked with FAA for more than 20 years. We hope to work together to increase air safety and the development of civil aviation.”
Pat Power thanked everyone who made this workshop successful. Special thanks to Dr. Pui Ho and Ms. Echo Luo from Parker, Ms. Margaret Lee from GE, and Mr. Yu Shuhong and his team from UTC/P&W. Pat said workshops are a new format for cooperation with ACP. There are only a few manufacturers and transport category airplanes meeting the international standard, so this is a very difficult thing. Under DG Zhang’s leadership CAAC is making great progress and being able to oversee such an effort, to oversee COMAC and AVIC to become one of the internationally - recognized companies that produce internationally - recognized aircraft. The success of China in this area is also the success of the US. On ARJ21 aircraft over 50% of the components are provided by US companies. So the success of ARJ21 is also the success of the US as well. The aircraft design certification is no longer a one country effort. It’s a global industry which takes effort from many different countries involved.
